PANGKALPINANG,PERKARANEWS –Sebagai daerah Kepulauan yang dikelilingi oleh laut, Provinsi Kepulauan Bangka Belitung memiliki sumber daya laut laut yang melimpah salah satunya sumber daya perikanan.
Saat ini budi daya udang merupakan salah satu sumber ekonomi yang sedang berkembang, Pemprov Babel juga cukup baik dan terus berupaya dalam mensupport potensi tersebut.
Herman Suhadi, Ketua DPRD Provinsi Kepulauan Bangka Belitung bersama Komisi II menyambangi Dirjen Budidaya KKP RI di Jakarta untuk mendapatkan saran dan masukkan guna mendorong peningkatan potensi budidaya udang tersebut, Kamis (05/09/2024).
“Kami mendapat informasi bahwa KKP RI disupport oleh Asian Development Bank (ADB) yang mempunyai program dalam membantu budidaya laut seperti yang telah di peroleh oleh Kebumen, Sulawesi, dan Aceh, kami babel juga ingin memperoleh bantuan program tersebut serta prosedurnya,” ujar anggota DPRD dari Fraksi PDI-Perjuangan ini.
Ditambahkannya bahwa saat ini tambak udang didominasi oleh tambak udang swasta yang dimiliki oleh perusahaan sedangkan untuk tambak rakyat dikelola oleh Gapoktan.
Nono, Direktur rumput laut ditjen perikanan budidaya menyampaikan bahwa bantuan program tersebut terbuka untuk setiap daerah dengan melengkapi beberapa persyaratan yang telah ditentukan.
“Cukup dengan pengajuan proposal yang kemudian akan kami tindaklanjuti dengan survey kelayakan daerah, setelah itu apabila memenuhi kriteria akan diberikan bantuan termasuk juga bantuan alat eskavator melalui Kabupaten/Kota,” ungkapnya.
Adapun untuk luasan lahan disesuaikan dengan berbagai kriteria minimal 17 Ha yang merupakan program tambak udang Klaster.
Terpisah, guna menambah informasi tentang pengelolaan UPTD Kelautan dan Perikanan maka Herman Suhadi, Ketua DPRD Provinsi Kepulauan Bangka Belitung didampingi Beliadi dan Hellyana, Wakil Ketua DPRD beserta Komisi II menyambangi Dinas Ketahanan Pangan, Kelautan dan Pertanian Provinsi DKI Jakarta, Jumat (06/09/2024).
Herman Suhadi, menitikberatkan pada bagaimana potensi untuk mendorong peningkatan PAD dari sektor perikanan sebagai masukan bagi babel yang juga merupakan daerah penghasil ikan.
Khairinal selaku Ketua Subkelompok perikanan tangkap manyampaikan bahwa dalam meningkatkan pendapat daerah, pada Unit Pengelolaan Pelabuhan Perikanan, DKPKP DKI Jakarta menerapkan Perda No.1 Tahun 2024.
Dimana pemprov DKI memungut retribusi dari penyediaan tempat pelelangan ikan, retribusi pelayanan jasa kepelabuhan, retribusi pelayanan penyebrangan orang/barang dengan menggunakan kendaraan di air.
Dengan adanya Perda tersebut, persentase kenaikan target retribusi sebesar 15% dengan perbandingan besaran tarif retribusi pemakaian fasilitas pendaratan dan TPI dengan tarif PNPB pasca produksi.
“Contoh tonnase kapal kapasitas s.d 60 GT(alat tangkap bouke ami) dengan jumlah hasil tangkapan 10.000 Kg dikenakan tarif PNPB Pasca produksi senilai RP. 20 juta dan tonnase kapal lebih dari 60GT senilai Rp. 40 juta, ” jelasnya.
Saat ini Pemprov DKI juga banyak mengambangkan potensi kelautan menjadi destinasi wisata kepulauan dan didukung dengan sarana transportasi kapal penyebrangan di Sunda Kelapa yang dikelola ASDP dan penyebrangan komersil milik swasta di Ancol.
Diakhir kegiatan Herman Suhadi, selaku Ketua DPRD Provinsi Kepulauan Bangka Belitung mengapresiasi langkah-langkah pemprov DKI jakarta guna meningkatan potensi pajak daerah dari sektor kelautan melalui Perda No.1 Tahun 2024 pada Unit Pengelola pelabuhan Perikanan.
“langkah ini (Pemprov DKI) tentunya dapat menjadi masukan bagi unit Pengelola pelabuhan Perikanan di Kep. Babel dalam meningkatkan potensi PAD,” tutupnya. (Yuko)
