SUNGAILIAT,PERKARANEWS – Masyarakat nelayan Muara Air Kantung Jelitik Kecamatan Sungai Liat Kabupaten Bangka dengan suka ria merayakan syukuran terkait adanya pengerukan muara yang mengalami pendangkalan akibat Abrasi pasir yang terus menerus dihantam ombak yang mengakibatkan longsor dan pendangkalan dasar Muara Air Kantung.

Setelah beberapa kali diadakan pengerukan oleh PT Pulo Mas hasilnya bisa dirasakan oleh para nelayan yang awalnya tida bisa sandar di pelabuhan akibat kandas di mulut Muara baru hari Minggu (21/7/2024) Aktivitas sudah mulai lancar kapal nelayan tampak keluar masuk pelabuhan dengan lancar.

Terlepas dari itu dibalik proses pengerukan di Muara Air Kantung terjadi polemik yang berkepanjangan sebab ada pihak pihak yang berkepentingan saling mengklaim bahwa ijin atau SK mendesak dari Bupati Bangka ysng ditandatangani oleh Penjabat (Pj) Bupati Bangka, M. Haris AR, AP, M.H, PT Pulomas sentosa dan PT Naga Mas Sumatra sama-sama mendapatkan SK mendesak tersebut.

Pertama Keputusan Bupati Bangka Nomor:100.3.3.2/256/III/2024 Tentang pelaksanaan tindakan tertentu dalam keadaan mendesak kegiatan kerja keruk yang dilaksanakan oleh PT Pulomas sentosa yang berlokasi di Alur, Muara dan kolam Pelabuhan Perikanan Nusantara (PPN) Sungailiat.

Haris AR, AP, M.H,menerbitkan Surat Keputusan Bupati Bangka Nomor:100.3.3.2/526/III/2024 Tentang pelaksanaan tindakan tertentu dalam keadaan mendesak kegiatan kerja keruk yang dilaksanakan oleh PT Naga Mas Sumatra yang berlokasi di Alur Muara dan Kolam Pelabuhan Perikanan Nusantara (PPN) Sungailiat dan Ditandatangani oleh Penjabat (Pj) Bupati Bangka, M. Haris AR, AP, M.H, tertanggal 04 Juni 2024 , Tanpa mencabut atau Membatalkan Keputusan Bupati Bangka Nomor:100.3.3.2/256/III/2024 tanggal 18 Maret 2024.

Yang Sangat Mengundang Pertanyaan Publik adalah pada kedua Keputusan Bupati ini sama sama tidak mempunyai DIKTUM yang Menyatakan Apabila dikemudian hari terdapat kekeliruan dalam kerputusan bisa ditinjau kembali, dicabut atau Dibatalkan .

Penjabat (Pj) Bupati Bangka, M. Haris AR, AP, M.H, tidak membantah telah menandatangani Keputusan Bupati Bangka tersebut saat dikonfirmasi di Rumah Dinasnya. “Memang benar pemda mengeluarkan SK itu dan Saya juga yg menandatangani SK tersebut atas persetujuan FORKOPIMDA,” ungkap M Haris AR, Senin (15/7/2024) .

Kewenangan itu diatur dalam Undang-undang nomor 23 tahun 2014 tentang pemerintah daerah. Dalam pasal 62 ayat (2) Dijelaskan kepala daerah dapat melakukan tindakan tertentu dalam keadaan mendesak bisa dilakukan atas persetujuan FORKOPIMDA (forum komunikasi Pimpinan Daerah.

Jadi yang Kita lakukan sudah benar dan tidak melanggar aturan, tutur M Haris AR selaku Pj Bupati Bangka. “Jadi sesuai arahan Pj Gubernur, PT Pulomas Sentosa diperintahkan langsung untuk mengerjakan pengerukan alur muara air kantung dengan Dasar SK Mendesak dan SIKK PT Pulomas Sentosa sampai habis masa berlaku dan tidak ada anggaran dari Pemerintah daerah, semua biaya dibebankan ke PT Pulomas Sentosa,” ungkap Dia.

Haris menuturkan terkait Keputusan Bupati Bangka Nomor : 100.3.3.2/256/III/2024 tanggal 18 Maret 2024 lalu yang diberikan kepada PT Pulomas Sentosa dengan mengacu Berita acara rapat koordinasi Pj Gubernur Kepulauan Bangka Belitung dan Forkopimda, Bupati Bangka, Pelabuhan Perikanan Nusantara Sungailiat Nomor : 300/745.2/KESBANGPOL-III/2023 tanggal 07 Agustus 2023.

Dan pendapat Jaksa Pengacara Negara Kejaksaan Negeri Bangka Nomor:B-2954/L.9.11.3/Gph.1/12/2023 tanggal 19 Desember 2023 tentang Pendapat Hukum terhadap penyelesaian kendala Pendangkalan sebagai Alur Keluar masuk Nelayan.

Jadi SK mendesak itu bukan tidak ada masa berlaku nya, keputusan kerja keruk yang diterbitkan Pemerintah Daerah Kabupaten Bangka (SIKK) Pt Pulomas sentosa berakhir pada tanggal 5 Mei 2024 maka berakhir pula SK Mendesak itu.

Terkait Penunjukan SK ke PT Naga Mas Sumatra. M Haris AR lebih lanjut menuturkan “Penunjukan PT Naga Mas Sumatra memperhatikan Berita Acara Rapat koordinasi pelaksanaan normalisasi Muara air kantung Sungailiat Nomor : 500.5.7/ 0710/IX/2024 Tgl 3juni 2024. Bila diteliti isi keputusan itu ternyata belum semua unsur menyetujui termasuk Forkopimda Provinsi maupun Pemerintah Kabupaten Bangka dan juga tidak ada pendapat Hukum dari Jaksa Pengacara negara , Forkopimda (kepala Daerah, DPRD, TNI, POLRI,) dan Lembaga lainnya”.

Polemik antara PT Pulomas Sentosa dan PT Naga Mas Sumatra belum berakhir muncul lagi pihak yang berkepentingan di Alur Muara Air Kantung ini tak lain dan tak bukan Bakal Calon Bupati Bangka periode yang akan datang yakni Dedi Hartadi Bersama PT Hartadi Putra Bangka yg dikelola oleh Dirinya juga mengklaim bahwa PT Hartadi Putra Bangka juga memegang ijin dan restu dari para nelayan yang tinggal di muara Air kantung Sungailiat.

Dirut PT Hartady Putra Bangka (HPB) sebelumnya sudah lakukan kajian melalui pakar untuk hitung ketebalan volume kandungan timah dan lain lain. Ia memiliki peta rahasia, banyak Timah yang sudah terdeteksi selain pasirnya. Maka hingga saat ini beberapa perusahaan mengincar lokasi tersebut.

Dalam wawancara singkatnya, Dirut PT Hartady Putra Bangka, Deddy Hartadi sangat optimis sekali garap lokasi tersebut.

“Kami memang siap garap muara Air Kantung karena Pertama lokasi alur tersebut memang dekat dengan dengan Tanah kami dan kebetulan surat surat izin Kelayakan memang lengkap tinggal bergerak,”ungkap Dedi Hartadi di kantornya Kepada media ini, kegiatan pendalaman alur Muara Air Kantung, memang sudah lama di rencanakan dan sudah komunikasi dengan baik dengan stakeholder serta Perwakilan Nelayan Sungailiat,’ imbuh Dedi Hartadi selaku Direktur PT Hartadi Putra Bangka.

”Izin semua sudah tertera legalitas resmi sesuai NIB, KBLI secara sistem OSS Pemerintah Republik Indonesia, persetujuan permohonan/permintaan dari konsorsium bersama peduli nelayan Bangka Belitung dengan surat resmi No.01/SP/TPMAK/XI/2023 tertanggal 14 November 2023 di OSS PT Perseorangan yaitu PT Hartady Putra Bangka,” jelasnya.

Kendati begitu, Dedi siap merangkul semua pihak untuk bersama sama menciptakan kondusifitas keamanan agar ke depan tempat ini menjadi tempat yang indah yaitu tempat wisata yang sudah dibikin master plannya.

Dedi menuturkan, potensi penerimaan Negara bisa dikalkulasi dari ketentuan pajak penghasilan 11 persen. Triliunan Rupiah Benih Lobster Dari harga patokan Pemerintah, penjualan pasir dalam negeri Rp 98.000 per kubik. Sementara penjualan luar negeri Rp 186.000 per kubik. Maka jika diambil 11 persen dari Rp 186.000, hasilnya Rp 20.460. Berdasarkan estimasi, volume sedimentasi pasir laut di muara Aik Kantung mencapai 1.000.000 kubik. Jika dikalikan Rp 20.460 maka potensi pajaknya mencapai Rp 20,4 miliar. Nantinya ada jasa pengangkutan dan operasional kegiatan yang tentunya menghidupkan perekonomian daerah Bangka,” ujar Dedi.

Luas sedimentasi yang harus digarap tercatat 1,2 hektar dengan target kedalaman enam meter. Kondisi saat ini gunungan pasir menumpuk di alur masuk muara dengan penyempitan tiga meter dari kondisi ideal 100 meter. Menurut Dedi, pengerjaan pengangkutan sedimentasi pasir akan diawali dengan pemasangan talud atau penahan ombak sepanjang 300 meter.

Pemasangan Talud Pelabuhan Nelayan di Bangka Terkendala Kewenangan Sesuai kesepakatan, seluruh pengerjaan dilakukan swasta secara swadaya. Namun diharapkan Pemerintah nantinya mengalokasikan pembangunan infrastruktur permanen di sekitar muara agar tidak abrasi.

“Saat ini yang dipersiapkan baru dari sisi Aik Kantung karena lahan penampungan sudah tersedia.” “Sisi lainnya beda karena masuk kawasan industri Jelitik. Seharusnya ini berbarengan, terkoordinasi agar setelah pengerukan tidak muncul lagi sedimentasi,” ungkap Dedi.

Muara Air Kantung identik dengan istilah tempat penampungan berbagai macam jenis termasuk pasir atau Timah dan logam ikutan yang dibawa arus dari laut lalu masuk ke Muara tersebut. Makanya boleh bilang “Harta Tersembunyi”.

Dari ketiga PT yg berkepentingan itu terlihat jelas PT Pulomas Sentosa lah yg paling Agresif melakukan pengerukan Alur Muara air kantung tersebut meskipun tanpa adanya Anggaran dari Pemerintah Daerah sebab sudah jelas kompensasi dari hasil penjualan pasir keluar, meskipun SIKKnya sudah berakhir tanggal 5 Mei 2024 kemarin. Pengerjaan pengerukan itu sudah jelas jelas melanggar SK mendesak yang diberikan oleh Bupati Bangka Nomor:100.3.3.2/256/III/2024 tanggal 18 Maret 2024 dan berakhir secara otomatis bersamaan dengan berakhirnya SIKK PT Pulomas sentosa, meskipun berdalih atas kemanusiaan dan mengatas namakan kepentingan Nelayan demi lancarnya Aktivitas melaut, itu tetap tak bisa dibenarkan.

Diteliti dari Berambisinya Ketiga PT tersebut jelas sekali ada sesuatu yg paling ” BERHARGA” selain Lancarnya Aktivitas melaut para Nelayan..ada HARTA KARUN yg terpendam di lokasi itu dan Menjadi INCARAN …

Dan parahnya lagi Masyarakat nelayan pun juga terpecah belah Pro A, Pro B , dan Pro C MIRIS ..semua tinggal menunggu Kebijakan dari para PEJABAT TERKAIT.(Rony Christ)
