JAKARTA, PERKARANEWS.COM — Pengadilan Tindak Pidana Korupsi (Tipikor) Jakarta Pusat kembali menggelar sidang perkara dugaan pembiayaan fiktif PT Telkom Indonesia periode 2016–2018 yang diduga menyebabkan kerugian negara mencapai Rp431,7 miliar. Sidang dengan agenda pemeriksaan saksi ini menghadirkan satu saksi dari Jaksa Penuntut Umum (JPU), yaitu Suhartono.
Seusai persidangan, penasihat hukum terdakwa A. Iman M, yakni Waspada Daeli, menyampaikan keberatan keras terkait keterangan saksi yang menurutnya tidak berdasar dan tidak mencerminkan fakta.
Waspada Daeli menegaskan bahwa penentuan apakah suatu pekerjaan layak atau tidak dalam kontrak berada sepenuhnya di tangan pihak perusahaan, bukan di tangan kliennya sebagai vendor.
“Yang menentukan layak atau tidak layaknya itu mereka. Secara administrasi, kita sudah melengkapi keseluruhannya,” ujar Waspada Daeli, Senin (8/12/2025).
Ia menyoroti keterangan saksi yang menyebut pekerjaan kontrak para vendor, khususnya layanan Telkom yang terkait 90 perusahaan, bersifat fiktif atau hanya dibuat seolah-olah.
Waspada mempertanyakan sumber pengetahuan saksi hingga bisa menyimpulkan bahwa pekerjaan tersebut fiktif.
“Kita tanya, saudara saksi mengetahui itu dari mana? Ternyata dia mengetahuinya pada saat hasil audit. Artinya hal ini tidak bisa dijadikan dasar sebelumnya,” ungkapnya.
Lebih jauh, ia mempertanyakan metode auditor yang digunakan hingga dapat menyimpulkan adanya kontrak fiktif.
“Kriteria apa yang digunakan auditor sehingga bisa sampai pada kesimpulan bahwa perjanjian kontrak ini fiktif? Kriteria apa yang digunakan dia?” tegasnya.
Waspada menekankan bahwa belum ada pemeriksaan komprehensif yang menyimpulkan seluruh pekerjaan tidak ada. Pihaknya secara tegas menyatakan bahwa kontrak terkait kliennya, PT FCN, bukanlah kontrak fiktif.
“Diantara sembilan perusahaan ini, tidak semuanya kontraknya fiktif. Untuk klien kita sendiri, pekerjaan itu real adanya. Kontraknya benar adanya,” tuturnya menegaskan.
Ia juga menilai keterangan saksi dari JPU, yakni Suhartono, tidak sesuai fakta.
“Saya pikir itu keliru. Karena pada kenyataan fakta sebenarnya, tidak semuanya seperti itu,” pungkasnya.
Diketahui, kasus ini menyangkut dugaan pembiayaan fiktif yang dilakukan sejumlah vendor bekerja sama dengan empat anak perusahaan PT Telkom Indonesia. Total nilai proyek mencapai Rp431.728.419.870,- yang melibatkan sembilan perusahaan swasta dan empat anak perusahaan Telkom, yakni : PT Infomedia, PT Telkominfra, PT Pins, PT Graha Sarana Duta.
