Temuan BPK. Belanja Gaji Fiktif dan Proyek Irigasi Bermasalah di Pemprov Babel, Total Kerugian Negara Capai Rp 1,97 Miliar!

PANGKALPINANG,PERKARANEWS.COM– Rapat Paripurna Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Kepulauan Bangka Belitung (Babel) pada Senin (30/6) menjadi sorotan publik. Pasalnya, dalam agenda Penyerahan Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksa Keuangan (BPK) atas Laporan Keuangan Pemerintah Provinsi (Pemprov) Babel Tahun 2024, terungkap sejumlah temuan mencengangkan yang berpotensi merugikan keuangan negara hingga miliaran rupiah.

Direktur Jenderal Pengawasan Keuangan Negara V BPK RI, Widhi Hidayat, secara langsung membeberkan detail temuan tersebut. Salah satu poin krusial adalah adanya kelebihan pembayaran gaji dan tunjangan tambahan penghasilan pegawai (TPP) sebesar Rp 483,03 juta.

Angka fantastis ini tersebar di beberapa Organisasi Perangkat Daerah (OPD) vital seperti Badan Keuangan Daerah, BPBD, Dinas ESDM, Dinas Kesehatan, Dinas Lingkungan Hidup, Dinas Pendidikan, Dinas PUPR PRKP, Dinas Sosial dan Pemberdayaan Masyarakat Desa, Dinas Perhubungan, serta beberapa RSUD di daerah, termasuk RSUD Insinyur Soekarno.

Tak hanya itu, sorotan tajam juga diarahkan pada 13 paket pekerjaan irigasi di Dinas Pekerjaan Umum Penataan Ruang dan Perumahan Rakyat Kawasan Permukiman (PUPR PRKP). BPK menemukan adanya kekurangan volume dan spesifikasi pekerjaan yang tidak sesuai rencana, mengakibatkan kelebihan pembayaran senilai Rp 1,49 miliar. Praktik ini jelas-jelas merugikan daerah dan patut dipertanyakan akuntabilitasnya.

Temuan BPK tidak berhenti di situ. Widhi Hidayat juga mengungkapkan adanya masalah dalam pengamanan fisik aset tetap berupa peralatan dan mesin alat kesehatan di RSUD Dokter Insinyur Soekarno. Kondisi ini berisiko tinggi terhadap kehilangan aset negara yang seharusnya terjaga dengan baik.

Menyikapi temuan ini, BPK merekomendasikan kepada Gubernur Kepulauan Bangka Belitung untuk segera mengambil tindakan tegas. Rekomendasi tersebut antara lain.

Memerintahkan OPD terkait untuk mengembalikan kelebihan pembayaran gaji dan tunjangan pegawai senilai Rp 483,03 juta ke kas daerah.

Memproses dan menyetorkan kelebihan pembayaran senilai Rp 1,49 miliar atas 13 paket pekerjaan irigasi di Dinas PUPR PRKP ke kas daerah.

Memerintahkan Direktur RSUD Soekarno untuk berkoordinasi dengan Inspektur guna menelusuri alat kesehatan yang tidak diketahui keberadaannya.

Pimpinan Sidang Paripurna DPRD Babel, Edy Iskandar, dalam sambutannya menegaskan pentingnya LHP BPK sebagai wujud transparansi dan akuntabilitas pengelolaan keuangan daerah. Ia merujuk pada Undang-Undang Nomor 15 Tahun 2006 tentang Badan Pemeriksa Keuangan Pasal 7 ayat 1 dan 2, serta Undang-Undang Nomor 17 Tahun 2003 tentang Keuangan Negara Pasal 31 Ayat 1.

“Rapat paripurna ini adalah salah satu wujud transparansi dan akuntabilitas pertanggungjawaban penyelenggaraan dan pengelolaan keuangan yang termuat dalam Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2024 oleh pemerintah daerah yang disampaikan kepada rakyat melalui lembaga perwakilan yaitu DPRD,” tegas Edy Iskandar.

BPK berharap temuan-temuan ini dapat segera ditindaklanjuti sesuai ketentuan Pasal 26 Undang-Undang Nomor 15 Tahun 2004, di mana pejabat terkait wajib menindaklanjuti rekomendasi BPK dalam waktu 60 hari setelah LHP diterima.

“Terhitung mulai hari ini sampai dengan 60 hari ke depan, kami menunggu tindak lanjut atas masalah-masalah yang tadi kami sampaikan, termasuk juga masalah-masalah yang ada di dalam laporan hasil pemeriksaan,” pungkas Edy Iskandar

Masyarakat menanti keseriusan Pemprov Babel dalam menindaklanjuti temuan BPK ini demi terciptanya pemerintahan yang bersih dan akuntabel. Akankah ada sanksi tegas bagi oknum yang terlibat, ataukah temuan ini hanya akan menjadi angin lalu? Kita tunggu kelanjutannya.
