JAKARTA,PERKARANEWS – Persidangan mantan Menteri Perdagangan Thomas Trikasih Lembong, yang menjadi terdakwa atas dugaan perkara korupsi impor gula,masih dalam agenda megumpulkan keterangan dari para saksi. Tom Lembong didakwa telah merugikan keuangan negara sebesar Rp 578,1 miliar. Dalam dakwaan Tom Lembong diduga menerbitkan persetujuan impor gula kristal mentah kepada 10 perusahaan tanpa didasarkan rapat koordinasi antarkementerian dan rekomendasi Kementerian Perindustrian.
Atas perbuatannya, Tom Lembong didakwa melanggar Pasal 2 ayat (1) atau Pasal 3 juncto Pasal 18 Undang-Undang Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi sebagaimana telah diubah dengan Undang-Undang Nomor 20 Tahun 2001 (UU Tipikor) juncto Pasal 55 ayat (1) ke-1 Kitab Undang-Undang Hukum Pidana (KUHP).
Fakta Persidangan
Jaksa Penuntut Umum (JPU) menghadirkan 15 saksi untuk dimintai keterangannya dalam perkara impor gula. Salah satunya Letnan Kolonel Korps Hukum Sipayung mantan Kepala Bagian Hukum dan Pengamanan Induk Koperasi Kartika (Kabag Kumpam Inkopkar). Dalam keterangannya Sipayung mengatakan, bahwa pengusaha bernama Tommy Winata adalah pemilik salah satu perusahaan yang mendapatkan izin impor gula dari Tom Lembong yaitu PT Angels Products, yang pada tahun 2015-2016 bekerja sama dengan Inkopkar untuk mengimpor gula, Inkopkar juga bekerja sama dengan sejumlah distributor gula.
Sipayung dalam keterangannya menerangkan dimuka persidangan bahwa jumlah distributor gula impor tersebut lebih dari 10. Sipayung juga mengatakan koperasi milik tentara berada di batalion atau kodim seluruh wilayah Indonesia. Sedangkan dalam perkara ini, koperasi masih harus bertransaksi dengan distributor.
“Koperasi mengambil gula di Angels Products, kemudian dikirim ke masing-masing koperasi cabang seluruh Indonesia, dilakukan operasi pasar, kenapa enggak demikian yang dilakukan?” tanya Hakim Anggota, di Pengadilan Tipikor, Selasa (6/5/2025).
“Mungkin menurut saya, enggak mampu koperasi itu membeli gula sekian banyak,” jawab Sipayung.
“Ya kalau enggak mampu, enggak usah ditunjuk koperasi itu oleh Kementerian Perdagangan,” tegas Hakim Anggota.
“kami kerja sama itu atas perintah, untuk melakukan kerja sama. Tentara itu kalau KSAD (Kepala Staf Angkatan Darat merintah A), ya pasti dikerjakan,” terang Sipayung.
Sementara itu, Tom Lembong juga bertanya kepada saksi Sipayung terkait hubungan Kerjasama Inkopkar dengan PT Angel Product.
“Apakah angel product sudah bekerja sama dengan Inkopkar pada saat itu?,” tanya Tom.
“Jadi kita kerja sama dengan Angels (PT Angels Product) itu 2015. Nah, itu bukan kita nyari-nyari. Jadi yang saya tahu Angels itu sudah ada di situ, lalu saya bikin kerja sama atas perintah Ketua,” jawab Sipayung.
“Bisa dijelaskan sedikit, maksud bapak dengan sudah ada di sana? Sudah punya hubungan atau kerja sama dengan TNI AD atau Inkopkar atau?,” tanya Tom yang duduk didampingi Penasihat Hukumnya.
“Kalau Angels itu yang saya tangkap punya Tomy Winata, Pak. Nah, kita punya hubungan dengan Tomy Winata masalah Hotel Kartika Discovery (Discovery Kartika Plaza Hotel), itu punya Inkopkar yang mengelola itu anak perusahaannya Tomy Winata, Pak. Yang saya bilang Angels sudah ada di situ ketika saya dipanggil oleh Ketua di ruangan beliau, itu direktur Angels ada di situ, orang-orang Angels sudah ada di situ, dikasih penjelasan bla bla bla, buat ini, udah, coba bikin perjanjian, nah seperti itu, Pak,” pungkas Sipayung.(Yuko)
