JAKARTA,PERKARANEWS — Badan Pembentukan Peraturan Daerah (Bapemperda) DPRD Provinsi Kepulauan Bangka Belitung (Kep. Babel) mengunjungi Direktorat Produk Hukum Daerah, Ditjen Otonomi Daerah Kementerian Dalam Negeri RI, guna berkonsultasi dan mensinkronisasikan percepatan implementasi Undang-Undang Nomor 11 tahun 2020 tentang Cipta Kerja dan Peraturan Perundang-undangan yang merupakan turunan atau aturan pelaksana dari Undang-Undang nomor 11 Tahun 2020 ke Kementerian Dalam Negeri RI, pada Selasa (6/2/2024).
Disampaikan Ketua Bapemperda DPRD Provinsi Kep. Babel, Ferdiansyah, A.Md. bahwa saat ini dirinya bersama rekan-rekan Bapemperda DPRD sedang melakukan percepatan dalam mensinkronisasi dan mengevaluasi semua Peraturan Daerah (Perda) yang terdampak Undang-Undang Nomor 11 tahun 2020 tentang Cipta Kerja.
“Saya bersama tim Bapemperda DPRD saat ini sedang konsern mensinkronisasi dan mengevaluasi perda-perda yang bertentangan dengan UU Cipta Kerja,” ucap Ferdiyansah.
Dikesempatan yang sama anggota Bapemperda, Mansah mengatakan setidaknya ada 18 Perda yang terdampak oleh Undang-Undang Nomor 11 tahun 2020 tentang Cipta Kerja. 18 Perda tersebut termasuk dalam 5 cluster (Peningkatan Ekosistem Investasi dan Kegiatan Berusaha; Ketenagakerjaan; Perlindungan Serta Pemberdayaan UMKM ; Kemudahan Berusaha ; Pengadaan Tanah).
“Tidak mudah untuk mensinkronisasikan perda-perda yang terdampak oleh Undang-Undang Cipta Kerja karena keterbatasan anggaran di Biro Hukum Pemerintah Provinsi Bangka Belitung” ucap politisi Nasdem.
Salah satu yang menjadi penyebab adalah kurang keseriusan dari Organisasi Perangkat Daerah Pemerintah Provinsi Kep. Babel terkait dengan tugas sektoral tersebut dalam menyelesaikan dan mengevaluasi perda-perda yang ada.
“Kedepan kami akan lebih intens memanggil OPD guna membahas percepatan sinkronisasi perda-perda yang terdampak Undang-Undang Nomor 11 tahun 2020 tentang Cipta Kerja,” tagasnya.
Menanggapi perihal tersebut Analis Peraturan Perundang-undangan Kementerian Dalam Negeri, Gimor Harahap, menekankan bila ada perencanaan yang bermasalah disarankan untuk memprioritaskan penyelesaian perda-perda yang utama/wajib.
“Sedangkan terkait keterbatasan anggaran, Organisasi Perangkat Daerah sebaiknya melakukan inovasi-inovasi untuk menyelesaikan tugas mereka” ujarnya.
Ditambahkannya, Kementerian Dalam Negeri RI dalam hal ini direktorat produk hukum daerah juga akan bersurat ke Pemerintah Provinsi Bangka Belitung guna mempercepat penyelesaiaan permasalahan ini dengan serius.
“Permasalahan ini akan langsung saya laporkan kepada pimpinan untuk ditindak lanjuti segera. Mungkin beberapa hari ini surat akan kita layangkan kepada Pj. Gubernur,” tegasnya.
Selain itu Gimor, juga menyarakan kepada DPRD untuk dapat melakukan komunikasi yang lebih intens antara Bapemperda, Biro Hukum dan Organisasi Perangkat Daerah terkait untuk menyelesaikan perda-perda tersebut. (Yuko)
