Menurut Tri Wibowo proyek ini yang mendaftar yaitu di PT Sultan Sukses Mandiri, PT Mulia Kreatif Perkasa, PT Usaha Gedung Mandiri, PT Penta Powerindo Elektro dan PT Graha Sarana Duta yang telah mengikuti tender ini.
“Ada 6 perusahaan yang memiliki proses tender namun yang memenuhi syarat administrasi harga dan spek teknisnya ada 4 perusahaan yang memang masuk ke dalam memenuhi syarat dari segi administrasi dan spek teknis jadi kita informasikan bahwa proses tender dari mulai tender itu sampai dengan ditemukannya pemenang,” ungkap Kabid Humas dan SDM BPJS Pangkalpinang.
Tri Wibowo juga menyebutkan tadi sudah disampaikan oleh pak Novi, perkerjaan ini melibatkan tim observer tidak hanya di internal tapi melibatkan dari tim Kejaksaan.
“Tender yang pertama itu di bulan April 2023 terus kemudian tender yang kedua pendaftarannya itu mulai tanggal 5 Mei sampai dengan 11 Mei 2003. Jadi untuk proses tender pun juga kita apa infokan di media secara langsung,” jelasnya.
Ia juga menegaskan, Badan Penyelenggara Jaminan Sosial di berikan hak untuk mengatur sendiri, jadi punya regulasi dan punya platform sendir. Ibaratnya tidak tetap mengacu pada LPSE yang berlaku secara nasional.
“Kita, kalau ibaratnya mobil secara body itu kita punya sendiri gitu. Tapi secara alur kita tetap sesuai dengan kaidah pedoman pengadaan yang berlaku secara nasional karena kita juga diawasi oleh OJK terus kemudian kita diawasi oleh BPK dan akuntan publik juga kita diawasi langsung,” ujarnya dengan santai.
Kabid BPJS Pangkalpinang juga mengungkapkan terkait dengan anggaran menggunakan anggaran Belanja Barang Modal (BBM) di mana tadi yang disampaikan oleh pak Novi anggaran itu memang anggaran khusus tersendiri tidak bercampur dengan anggaran pemerintah ataupun anggaran iuran dari peserta.
“Jadi anggaran itu murni dari pengelolaan aset dan investasi yang ada di organisasi BPJS Kesehatan, sebagaimana yang diatur dalam Undang – Undang kita diberikan hak untuk mengatur secara regulasi yang ada. Anggaran BBM itu kita dapat merealisasikan dalam pengadaan bentuk tanah kemudian bangunan dan kendaraan jadi tidak menggunakan anggaran APBD maupun APBN seperti itu,” tutur Tri.
Pertemuan BPJS Kesehatan Pangkalpinang didampingi juga staf dari kontraktor dan pengawas. Riski menjelaskan saat ini pihak PT Mulya Kreatif Perkasa tetap melaksanakan perkerjaan yang saat ini masih dilaksanakan sesuai dengan aturan yang berlaku walaupun harus dihitung denda dan sangsi.
“Kami akui bahwa perkerjaan proyek tersebut belum selesai dan masih dikebut perkerjaan, walaupun waktu sudah berakhir di bulan desember 2023 kemarin dan kami sudah ditegur dan membayar denda sesuai aturan yang berlaku,” kata perwakilan PT Mulia Kreatif Perkasa.
Risky juga mengakui saat ini proyek pembangunan tersebut terlambat kerjanya dikarenakan harus mengunakan alat bor dan juga terkendala cuaca sehingga barang yang dipesan dari luar pulau bangka mandek atau terlambat datangnya karena tidak bisa menyeberang.
