PANGKALPINANG,PERKARANEWS.COM– Wakil Ketua DPRD Bangka Belitung (Babel), Edi Naspta, menegaskan bahwa proses perizinan Izin Pertambangan Rakyat (IPR) di wilayahnya kini lebih mudah dan cepat. Hal ini menyusul penyerahan kewenangan penerbitan IPR dari Kementerian Energi dan Sumber Daya Mineral (ESDM) kepada Pemerintah Provinsi Babel sejak tahun 2022.
“IPR sudah diserahkan ke pihak provinsi. Jika ada yang menghambat masalah ini, laporkan karena sudah diserahkan oleh kementerian ESDM,” tegas Edi Naspta pada Selasa (18/2).
Edi menyadari bahwa selama ini proses perizinan IPR seringkali dianggap lambat dan mahal. Ia menyoroti beberapa faktor yang dapat menyebabkan hal ini, seperti kurangnya pemahaman masyarakat mengenai prosedur perizinan dan penggunaan jasa konsultan yang mahal.
“Udah cepat, murah, jangan ada sudah lambat, tidak cepat, lalu mahal. Mahal ini dalam arti kata bukan berarti mereka minta duit, enggak. Mahal itu bisa terbit dari berbagai macam hal, contoh karena masyarakat tidak bisa melakukan sendiri perizinan tersebut, maka memakai jasa konsultan. Konsultannya yang jadi mahal di situ,” jelasnya.
Untuk mengatasi masalah ini, Edi mendorong adanya sosialisasi yang lebih intensif dari pihak terkait kepada masyarakat mengenai proses perizinan IPR. Ia juga meminta agar proses perizinan dipermudah, misalnya dengan menyediakan formulir atau skema yang lebih sederhana.
“Kabar baik, kabar baik untuk seluruh masyarakat yang menginginkan IPR, segeralah diproses. Karena sudah menjadi kewenangan provinsi semenjak tahun 2022. Jadi kalau kenapa di sini masih agak lambat ini yang aku tidak mau,” ujarnya.
Edi juga menyoroti pentingnya menghilangkan mental birokrat yang bertele-tele dalam proses perizinan. Ia ingin agar semua perizinan, termasuk IPR, dapat dilakukan dengan cepat, mudah, dan tepat.
“Semua perizinan menyangkut apapun di Provinsi Bangka Belitung, izin lingkungan kah, IUP kah, apapun saja, orang mau buat hotel, mau apa, kita membutuhkan investasi. Jangan ada lagi mental birokrat yang bertele-tele yang membuat hal mudah jadi sulit, membuat hal cepat jadi lambat,” tegasnya.
Edi juga menyinggung mengenai izin lingkungan yang seringkali menjadi kendala dalam proses perizinan IPR. Ia menjelaskan bahwa untuk pertambangan rakyat dengan luas di bawah 5 hektar, biasanya hanya memerlukan UKL-UPL (Upaya Pengelolaan Lingkungan dan Upaya Pemantauan Lingkungan), yang prosesnya relatif sederhana.
“Justru mengenai AMDAL karena dari tanaman sudah beres, AMDAL itu tidak, AMDAL sih kalau ini pertama rakyat cuma nanti ke bawah itu UKL UPL itu simpel sebetulnya. Tinggal pihak PTSP dan lain sebagainya mau memberikan semacam sosialisasi lah kepada masyarakat-masyarakat dan mau meluangkan waktu untuk membantu mereka,” katanya.
Edi berharap dengan adanya kemudahan dalam proses perizinan IPR ini, masyarakat dapat segera memanfaatkan peluang yang ada untuk meningkatkan kesejahteraan mereka. Ia juga meminta masyarakat untuk tidak ragu melaporkan jika menemukan adanya hambatan dalam proses perizinan IPR.
“Jadi kalau nanti masih ada masyarakat yang menemukan hambatannya, aku siap menerima laporan langsung,” pungkasnya.(Yuko)
