SUNGAILIAT,PERKARANEWS — Politeknik Manufaktur Negeri Bangka Belitung (Polman Babel) telah melaksanakan Focus Group Discussion (FGD) Program Penguatan Ekosistem Kemitraan untuk Pengembangan Inovasi Berbasis Potensi Daerah di gedung Aula Polman Babel, Kamis (7/3/2024).
Diskusi ini merupakan langkah Polman Babel dalam menggali pengembangan potensi daerah di Provinsi Bangka Belitung melalui kolaborasi antara Pemerintah Daerah, Pendidikan Tinggi Vokasi (PTV), Sekolah Vokasi seperti SMK dan juga Dunia Usaha Dunia Industri (DUDI).
Hadir sebagai narasumber dalam FGD dari Organisasi Perangkat Daerah Provinsi Kepulauan Bangka Belitung diantarnya Bappeda, Dinas Pendidikan, Disperindag, Diskertrans, DMPTSP dan BPS serta perwakilan Kamar Dagang dan Industri (KADIN) Babel.
Selain itu, Polman Babel mengundang Akademi Komunitas Dharma Bhakti Bangka, beberapa Sekolah Menengah Kejuruan serta beberapa asosiasi-asosiasi atau perhimpunan di Babel, dunia usaha dunia industri.
Polman Babel bersama stakeholder tersebut menggali potensi daerah di Provinsi Kepulauan Bangka Belitung sebagai bahan untuk mempersiapkan lulusan siap kerja dari pendidikan vokasi seperti Polman Babel dan SMK yang sesuai dengan kebutuhan industri dan daerah.
Materi diskusi membahas isu–isu yang menjadi potensi unggul daerah Kepulauan Bangka Belitung dan keterkaitannya terhadap kebutuhan tenaga kerja produktif.
Direktur Polman Negeri Babel, I Made Andik Setiawan, M.Eng., Ph.D menyambut dengan baik kehadiran dari perwakilan Pemerintah Daerah sebagai narasumber, Kadin, Dudi dan asiosiasi dan SMK ke Polman Babel untuk membahas kebutuhan daerah terhadap sumber daya manusia yang kompeten.
“Terima kasih kepada tamu undangan yang hadir ke kampus kami Polman Babel, hari ini kita berkumpul dan berdiskusi bersama karena paradigma kita sudah berubah, sekarang ini adalah zaman untuk berkolaborasi sehingga kita memerlukan satu sama lain dan saling berdiskusi,“ ujar Made dalam sambutannya.
Made juga menjelaskan Polman Babel adalah perguruan tinggi negeri adalah miliki negara, milik masyarakat dan milik kita semua, jadi sangat disayangkan jika fasilitas yang ada tidak kita manfaatkan untuk kemanfaatan bagi bangsa dan negara terutama untuk daerah Bangka Belitung.
Ia melanjutkan tugas dan fungsi Polman Babel dalam hal ini pada Tridharma Perguruan Tinggi yaitu Pendidikan, Penelitian dan Pengabdian Kepada Masyarakat.
Dibidang pendidikan untuk menyiapkan SDM atau penerus bangsa, dibidang penelitian dalam rangka untuk pengembangan ilmu sesuai dengan perkembangan zaman, ketiga pengabdian kepada masyarakat artinya ilmu yang dikembangkan harus bermanfaat kepada masyarakat.
”Tugas kita adalah pengembangan ilmu, tapi pertanyaannya adalah ilmu apa yang harus kami kembangkan sesuai dengan potensi daerah dan bisa menyelesaikan masalah-masalah di daerahnya,“ ujar Made.
“Kami mengajak dan berkumpul untuk mendengarkan apa yang harus kita lakukan, yang bapak ibu inginkan dan potensi daerah yang akan kita kembangkan bersama-sama, masukan sangat bermanfaat bagi kita semua,“ lanjutnya.
Sementara itu, Dr. Andy Yusfany, S.E., M.Si selaku Kabid Ekonomi Bappeda Provinsi Kepulauan Bangka Belitung dalam sambutannya mengapresiasi kepada Polman Babel yang bisa memfasilitasi kegiatan diskusi seperti ini dalam rangka mencari solusi terhadap kemajuan pendidikan vokasi ke depan.
“Terima kasih kepada Polman Babel telah memfasilitasi kegiatan seperti ini dengan petunjuk dari program kementerian, seharusnya pemerintah daerah juga melaksanakan kegiatan kolaborasi seperti ini,“ ujar Andy.
Ia mengatakan Bangka Belitung 80 persen wilayahnya laut, ternyata potensi kita ada di laut maka untuk kebijakan pembangunan wilayah Bangka Belitung termasuk kawasan pengembangan ekonomi biru sesuai dengan kondisi wilayah kita yang isinya laut, pesisir dan pulau-pulau kecil.
“Ketika kita membahas ekonomi biru, maka kegiatan ekonomi yang menggunakan, mengambil, memanfaatkan dari sumber daya laut dan pesisir, jadi bisa terbayangkan kita butuh SDM apa,“ ujar Andy.
Menurut Andy mulai tahun 2025 sampai 2045 kita bisa mempersiapkan SDM misalnya untuk perakitan kapal, pengolahan hasil perikanan, dan mineralnya juga ada dilaut serta dibidang pariwisata.
Tantangan Bangka Belitung kedepan bagaimana menciptakan SDM dari pendidikan vokasi yang sesuai dengan output dan kebutuhan dengan dunia usaha dunia industri.
Lanjutnya, Bappeda telah memfasilitasi pembentukan Tim Koordinasi Daerah Vokasi (TKDV) Provinsi Kepulauan Bangka Belitung terdiri dari perangkat daerah, kadin, perguruan tinggi vokasi dan sekolah vokasi yang akan menjadi ekosistem kemitraan dalam mempersiapkan SDM di pendidikan vokasi.
Koordinator tim peneliti Polman Babel dalam program penguatan ekosistem untuk pengembangan inovasi berbasis potensi daerah Babel, Irwan. M.Sc., Ph.D memaparkan progres pelaksanaan program yang telah dilakukan tim Polman Babel bekerjasama juga dengan Polsri di wilayah Sumatera Selatan.
Ia menjelaskan program ini adalah program riset yang diselenggarakan oleh Direktorat Jenderal Pendidikan Vokasi, Kemdikbudristek melalui pendanaan LPDP dengan grand design riset pengembangan inovasi di daerah dalam kurun waktu tiga tahun yang mengacu pada potensi dan keunggulan, serta agenda prioritas pembangunan daerah.
“Ini merupakan tahun pertama kami melakukan riset yang dimulai bulan November lalu, keberlangsungan program ini tergantung dari hasil nanti di tahun pertama ini,“ kata Irwan.
Adapun tujuan dari program yang dilaksanakan ini, Irwan mengatakan untuk menyinergikan kemitraan dan penyelasaran antara satuan pendidikan vokasi dan pemangku kepentigan di daerah.
Selanjutnya dapat menghasilkan policy brief berdasarkan workforce planning dan innovation planning guna menghasilkan klaster inovasi berbasis potensi atau kebutuhan daerah.
“Langkah pertama ini kami melakukan pemetaan potensi dan kebutuhan daerah dari stakeholder melalui data-data dan masukkan dari diskusi seperti ini, “ lanjutnya.
Irwan berharap kegiatan diskusi ini menjawabkan kebutuhan–kebutuhan data dan informasi mengenai keadaan Bangka Belitung sehingga tim akan lebih tepat mengolah dan menganalisa keadaan Bangka Belitung dan kebutuhan tenaga kerja yang dipersiapkan dari lulusan pendidikan vokasi. (Yuko)
