Dalam Rapat Dengar Pendapat (RDP) yang digelar baru-baru ini, legislator mencecar habis-habisan perwakilan dari Pertamina Sales Area Manager Bangka Belitung, Satrio Wicaksono, terkait masalah klasik yang tak kunjung usai kelangkaan Bahan Bakar Minyak (BBM) dan maraknya penyelewengan BBM bersubsidi di Bumi Serumpun Sebalai. Kamis,(20/11)
Keluhan masyarakat soal antrean panjang dan BBM langka, yang diperparah oleh laporan media dan informasi lapangan mengenai praktik curang, menjadi sorotan utama dalam RDP tersebut.
Menjawab pertanyaan kritis dewan mengenai pengawasan, Satrio Wicaksono membeberkan fakta lapangan terkait implementasi QR Code dalam pembelian BBM subsidi.
“Pengawasan kami, untuk pembelian BBM subsidi sudah menggunakan QR Code, dan semuanya sudah terdata. Namun, yang jadi masalah saat ini, QR Code itu hanya mengatur untuk roda empat. Roda dua (sepeda motor) itu belum ada dasar hukum untuk pembelian menggunakan QR Code,” jelas Satrio.
Kelemahan regulasi ini disinyalir menjadi celah utama. “Itu yang sering dimanfaatkan di lapangan menggunakan pembelian berulang dengan roda dua,” imbuhnya, menegaskan bahwa fenomena pembelian berulang oleh pengendara motor menjadi biang keladi di balik antrean dan indikasi penyelewengan.
Dalam mencari solusi permanen untuk mengatasi antrean dan kelangkaan, Pertamina dan DPRD Babel sepakat untuk memetakan kebutuhan.
“Kami akan coba petakan kebutuhan BBM industri sebenarnya berapa. Baik itu yang ke penambang yang mungkin nanti akan keluar melalui IPR atau WPR. Kami koordinasi dengan pemerintah provinsi,” kata Satrio.
Solusi yang ditawarkan. Menyediakan pasokan melalui agen industri maupun Pertashop. Tujuannya adalah memastikan kebutuhan industri, termasuk pertambangan, terpenuhi tanpa mengganggu jatah subsidi masyarakat. Langkah ini sekaligus untuk menghidupkan kembali Pertashop yang merupakan usaha-usaha kecil, karena mereka tidak menjual BBM subsidi, sehingga tidak terjadi tumpang tindih.
Isu pembangunan Tanki Timbun (TGT) baru mencuat dalam RDP. Satrio Wicaksono tidak menampik wacana tersebut namun memberikan pandangan realistis.
“Namanya sebuah investasi apalagi kami di BUMN harus perhitungan ya. Supaya semuanya sesuai dengan compliance atau kepatuhan,” tegasnya.
Untuk solusi cepat, Pertamina mengidentifikasi pola sewa tanki yang sudah ada (existing), seperti yang diterapkan di Belinyu saat ini. Namun, untuk investasi atau penambahan tanki baru, membutuhkan kajian mendalam mengingat pengawasan ketat terhadap BUMN.
Menjelang Natal dan Tahun Baru (Nataru), Pertamina memastikan stok aman dengan estimasi peningkatan 12-15% untuk Pertalite dan Pertamax.

“Tidak bisa kita bilang depot ini lebih banyak, depot ini lebih sedikit,” ujarnya.
Terkait maraknya penyelewengan, Satrio menggarisbawahi peran pengawasan eksternal.
“Pertamina itu berdasarkan Undang-Undang Migas nomor 22 tahun 2001, kami kan operator, pelaksana. Pelaksana nggak boleh ngawasin apa yang kita lakukan sendiri,” jelasnya.
Pengawasan dan penindakan penyimpangan di lapangan menjadi ranah BPH Migas dan aparat penegak hukum. Pertamina hanya memastikan penyaluran di SPBU sesuai aturan. Masyarakat diimbau untuk segera melapor ke Pertamina 135 jika menemukan ketidaksesuaian.
