Tingkatkan Pelayanan, Banmus DPRD Babel Lakukan Studi Komparasi Ke Bappeda DKI

JAKARTA,PERKARANEWS — Agar optimalnya kualitas pelayanan masyarakat dalam berbagai aspek pembangunan daerah diperlukan beragam cara dan strategi untuk ditempuh, mulai dari sisi perencanaan, ketersediaan anggaran hingga aspek fungsi kontrol. Untuk itu Badan Musyawarah (Banmus) DPRD Provinsi Kepulauan Bangka Belitung mengadakan studi komparasi sekaligus berkonsultasi tentang peran DPRD ke Badan Perencanaan Pembangunan Daerah (BAPPEDA) DKI Jakarta, Kamis (14/3/2024).

“Tujuannya adalah belajar. Hal ini mengingat DKI Jakarta, provinsinya memiliki tingkat kematangan yang jauh di atas kita,” ungkap Pimpinan Banmus DPRD, Heryawandi, SE.

Hal itu tergambar dari lebar nya jarak ruang fiskal yang dimiliki Provinsi DKI Jakarta dibandingkan dengan Provinsi Kepulauan Bangka Belitung. Berdasarkan data yang diperoleh dari Bappeda DKI, kemampuan fiskal provinsi yang tidak lama lagi akan segera meninggalkan statusnya sebagai Ibukota itu berada di kisaran angka 81,58 triliun yang dibagi ke dalam beberapa mandatori, atau naik 2,56 persen dari tahun sebelumnya.

Lebih lanjut Heryawandi, menjelaskan mengenai pelayanan aspirasi masyarakat juga ada beberapa instrumen yang patut dikaji dan dipelajari dari provinsi itu. Diantaranya adalah terkait mekanisme jemput aspirasi yang mengombinasikan antara sistem manual dengan yang berbasiskan elektronik yang lebih aplikatif.

“Pelaksanaan reses dan musyawarah pembangunan di sini, selain lewat usulan langsung juga sudah dilaksanakan dengan menggunakan aplikasi e-reses dan e-musrenbang yang dimulai di tingkat RW,” ujarnya.

Sementara itu, Belliadi, S.IP yang juga merupakan Wakil Pimpinan Banmus DPRD Provinsi Kepulauan Bangka Belitung turut mengamini jika sistem yang dikembangkan oleh DKI Jakarta sudah lebih sempurna dan layak di adopsi.

“Kita lihat sistemnya di sini sudah bagus sekali, mulai dari RW hingga Provinsi. Jakarta itu mengakomodir dari bawah ke atas. Tentu saja kita ingin mengadopsi, tetapi kendala di Bangka Belitung adalah ketersediaan anggaran yang lebih kecil,” tutupnya. (Yuko)
