8 Bulan Kapal Tenggelam di Pangkalbalam Dibiarkan, Aliansi Masyarakat Desak Tindakan Hukum KSOP!

PANGKALPINANG,PERKARANEWS.COM –  Aliansi Masyarakat Cinta Bangka Belitung (AMCB) melayangkan pernyataan sikap keras terkait pembiaran kapal kargo KM Lintas Armada Nusantara yang tenggelam di perairan Sungai Baturusa, alur masuk Pelabuhan Pangkalbalam, sejak 7 Juli 2024. 

Dalam konferensi pers yang digelar pada 14 April 2025, AMCB menyoroti lambannya penanganan insiden tabrakan antara KM Lintas Armada Nusantara dan KM Sentosa 18 yang berujung pada tenggelamnya kapal tersebut.

“Kapal tenggelam KM Lintas Armada Nusantara sudah delapan bulan terabaikan sejak insiden tabrakan,” tegas perwakilan AMCB dalam pernyataan sikapnya. 

AMCB mendesak Kantor Kesyahbandaran dan Otoritas Pelabuhan (KSOP) Pangkalbalam untuk serius menindaklanjuti penanganan insiden tersebut, termasuk mengungkap penyebab pasti tabrakan antara kedua kapal.
Lebih lanjut, AMCB menyoroti belum dilakukannya evakuasi menyeluruh terhadap kapal, baik muatan berupa pupuk kimia dan bahan-bahan lain yang berpotensi mencemari lingkungan perairan, maupun kerangka kapal yang tenggelam. 

Mereka menilai KSOP Pangkalbalam sebagai pihak yang bertanggung jawab atas izin labuh kapal KM Lintas Armada Nusantara hingga terjadinya insiden, termasuk pihak terkait lainnya seperti agen pelayaran dan Pelindo.

AMCB juga mendesak proses hukum yang tegas atas kelalaian dalam penanganan insiden ini.  Mereka merujuk pada Pasal 321 UU No. 17 Tahun 2008 tentang Pelayaran yang mengatur sanksi pidana bagi pemilik kapal yang tidak menyingkirkan kerangka kapal yang mengganggu keselamatan pelayaran dalam batas waktu yang ditetapkan (180 hari).  AMCB menilai tenggat waktu tersebut telah dilampaui, namun belum ada tindakan nyata.

Selain itu, AMCB mendesak Kepala Kantor KSOP Pangkalbalam untuk melakukan evaluasi menyeluruh terhadap petugas yang berwenang terkait perizinan kegiatan di wilayah otoritas KSOP, yang dinilai tidak bekerja dengan baik dan benar.

“Kami mendesak pemerintah daerah, organisasi, asosiasi kepelabuhanan, dan pelayaran agar tidak bungkam dalam menyikapi permasalahan ini yang terkesan menutupi kelalaian yang terjadi,”  tambah perwakilan AMCB.

AMCB menegaskan pernyataan sikap ini disampaikan demi kebaikan dan keadilan di Bangka Belitung, dan mendesak aparat penegak hukum untuk segera memproses pelanggaran hukum terkait pembiaran kapal tenggelam KM Lintas Armada Nusantara.(Yuko/RILS)
