JAKARTA,PERKARANEWS — Panitia Khusus (Pansus) Rencana Tata Ruang Wilayah (RTRW) melanjutkan lawatannya ke Ditjen Pengelolaan Kelautan dan Ruang Laut, Kementerian Kelautan dan Perikanan RI guna mendapat masukan dan saran agar Raperda dapat disusun dengan baik, Jumat (8/3/2024).
Ketua DPRD, Herman Suhadi, mengungkapkan maksud dan tujuan kunjungan Pansus yang dinakhodai oleh Firmansyah Levi, agar Perda yang disusun nantinya tidak mendapat masalah dikemudian hari.
“Bangka Belitung ini terkenal dengan sumber daya mineralnya yaitu timah, sehingga tentunya banyak pro dan kontra yang merupakan hal lumrah dalam proses penyusunan kebijakan,” ujarnya.
lebih lanjut Politisi Dapil Kabupaten Bangka ini menjelaskan secara umum dinamika yang terjadi di masyarakat.
“Kami harapkan melalui masukan dan saran dari Kementerian Kelautan dan Perikanan RI, kami dapat menyelaraskan RTRW dan RZWP-3-K agar tidak menjadi masalah dikemudian hari,” tegasnya.
Menindaklanjuti aspirasi masyakarat Bangka Belitung terkait dengan hak masyakarakat terkait dengan pola ruang laut yang dapat dimanfaatkan sebagai lokasi pertambangan merupakan tujuan Pansus RTRW menyambangi Kementerian KKP RI.
“Secara umum timah masih menjadi tulang punggung ekonomi bagi masyarakat kami di Bangka Belitung. Sehingga kami berusaha untuk menyelaraskan Raperda dengan kebutuhan masyarakat namun harus tetap sesuai dengan aturan yang berlaku,” ujar Ketua Pansus RTRW, Firmansyah Levi
Rencana Zonasi Wilayah Pesisir dan Pulau Pulau Kecil (RZWP-3-K) sudah disetujui pada april 2020 silam. didalamnya juga tertuang terkait pola pemanfaatan ruang laut yang ada.
“Dalam proses penyusunan Raperda RTRW dan RZWP-3-K yang selaras kami tetap merujuk pada Peraturan Pemerintah Nomor 21 Tahun 2021 dan Peraturan Menteri Kelautan dan Perikanan Nomor 28 tahun 2021 serta memperhatikan faktor ekonomi, sosial, dan budaya didalamnya.” lanjut politisi partai Golongan Karya tersebut.
Merespon hal tersebut Sekretaris Direktorat Jenderal Pengelolaan Kelautan dan Ruang Laut, Dr. Kusdiantoro, S.Pi., M.Sc, menyambut baik kehadiran pansus RTRW DPRD Provinsi Kepulauan Bangka Belitung
Melanjutkan hal tersebut secara teknis, Kasubdit pada Direktorat Perencanaan Ruang Laut, Dr. Ir. Khrisna Samudra, S.Pi., M.Si menjelaskan terkait proses jika ingin merubah RZWP-3-K agar dapat menyesuaikan dengan kebutuhan masyarakat di Bangka Belitung
“Secara garis besar RZWP-3-K dapat dirubah, namun harus mengikuti proses-proses yang sesuai dengan peraturan yang berlaku. untuk perubahan silahkan untuk melalui proses pada pasar 59,69,70,71, dan 72 pada PermenKKP Nomor 28 Tahun 2021,” jelasnya.
Dikesempatan yang sama kasubdit pada Ditjen Pengelolaan Kelautan dan Ruang Laut tersebut juga menyampaikan terdapat 3 hal pokok yang harus diperhatikan yaitu, peraturan dari pemerintah, data dukung teknis, dan kesepakatan stakeholder.
Menutup diskusi tersebut sekretaris Ditjen Pengelolaan Kelautan dan Ruang Laut mengungkapkan jika ia siap dalam asistensi RZWP-3-K namun untuk Raperda tetap menjadi ranah DPRD dengan biro hukum, dan evaluatornya adalah Kemendagri. (Yuko)
