PANGKALPINANG,PERKARANEWS – Pembangunan sumber daya manusia menjadi salah satu kunci guna mewujudkan cita-cita Indonesia Emas tahun 2045. Cita-cita ini menjadi tanggung jawab dan harapan semua elemen termasuk Aparatur Sipil Negara (ASN). ASN sebagai motor penggerak kemajuan birokrasi, harus memiliki kompetensi global dan aklak yang tinggi.
Hal ini disampaikan Penjabat (Pj) Gubernur Kepulauan Bangka Belitung Safrizal ZA, saat memberikan sambutan secara daring pada Kegiatan Pembukaan Rapat Koordinasi Nasional Dalam Rangka Penguatan Kolaborasi Program Kerja Pengembangan Sumber Daya Manusia (SDM), Aparatur Pemerintahan Dalam Negeri Antara Badan Pengembangan Sumber Daya Manusia (BPSDM) Kemendagri Dengan Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Tahun 2023 yang diselenggarakan di BW Suite Belitung Hotel, Tanjung Pandan, Kabupaten Belitung, Kamis (23/11/2023).
“ASN kita nantinya diharapkan memiliki kemampuan strategis untuk bergerak cepat, bertindak tepat, profesional serta memiliki kemampuan melek teknologi guna mewujudkan cita-cita besar bangsa menuju Indonesia Emas tahun 2045,” tuturnya.
Maka dari itu, sesuai dengan Undang-Undang nomor 20 tahun 2023 tentang ASN, terutama pada pasal 49, Safrizal ZA menuturkan bahwa setiap pegawai ASN wajib melakukan pengembangan kompetensi melalui pembelajaran secara konsisten dan terus menerus.
“Karena itu, melalui kegiatan ini saya berharap diperoleh gagasan, ide dan terobosan baru guna meningkatkan kapasitas dan kompetensi ASN dengan akhlak yang tinggi,” ujarnya.
Sementara, Kepala BPSDM Kementerian Dalam Negeri RI, Sugeng Hariyono mengungkapkan bahwa dalam upaya meningkatkan kompetensi ASN, pemerintah daerah juga wajib mengalokasikan anggaran untuk pendidikan dan pelatihan ASN.
“Paling sedikit, 0,34% dari total belanja daerah bagi pemerintah daerah provinsi dan paling sedikit 0,16% bagi pemerintah daerah kota/kabupaten. Di mana alokasi anggaran tersebut di luar dari belanja pegawai dan belanja pemeliharaan SKPD,” ungkapnya.
Adapun pengembangan kompetensi yang dimaksudkan Sugeng Hariyono yakni meliputi kompetensi teknis, kompetensi manajerial, kompetensi sosial kultural, dan kompetensi pemerintahan.
“Di mana kompetensi teknis ini harus menjadi prioritas, sementara kompetensi sosio kultural berbasis kearifan lokal serta pemda juga harus dapat menerapkan siklus pengembangan SDM, guna memaksimalkan potensi wilayahnya masing-masing,” pungkasnya.
Kegiatan yang diikuti oleh Kepala/ Perwakilan BKPSDM dari seluruh Indonesia ini mengusung tema “Arah Kebijakan dan Pengembangan Kompetensi ASN Menuju Indonesia Maju”, dan menghadirkan narasumber dari Kemenpan RB, Badan Keuangan, Bappenas dan Pemdes. (Yuko)
