Pangkalpinang , Perkaranews com — Wakil Menteri Perdagangan (Wamendag) Jerry Sambuaga menegaskan bahwa kripto di Indonesia adalah komoditas dan bukan alat untuk transaksi pembayaran, karena satu-satunya alat yang digunakan untuk pembayaran di Indonesia adalah Rupiah.
“Banyak yang bilang kripto itu currency, ada juga yang bilang bisa sebagai transaksi berbayar atau semacamnya. Saya ingin menjelaskan kepada publik bahwa kripto di Indonesia itu komoditas bukan sebagai alat pembayaran. Hanya rupiah yang bisa dijadikan alat pembayaran, sehingga ini tidak misleading bahwa kripto di Indonesia adalah komoditas,” kata Jerry seperti dikutip dari Antara, Rabu (25/8).
Sehingga, lanjut Jerry, segala sesuatu yang menjadi fungsi serta turunannya diatur dalam domain Kementerian Perdagangan Republik Indonesia, bukan negara lain. “Kenapa, karena Kemendag itu urus komoditas. Dan, kripto itu bagian dari komoditas menurut undang-undang. Sehingga, kita menjalankan amanat UU dengan memastikan bahwa domain yang mengurus kripto ini adalah Badan Pengawas Perdagangan Berjangka Komoditi (Bappepti),” ujar Jerry.
Wamendag menyampaikan sosialisasi terkait definisi kripto tersebut sangat penting dilakukan, mengingat aset ini semakin diminati masyarakat. Sehingga, lanjutnya, Kemendag menjalankan amanat UU dengan memastikan bahwa domain yang mengurus kripto adalah Bappepti. (Baca: Urgensi Mengatur Transaksi Aset Kripto)
“Sehingga segala sesuatu yang menjadi fungsinya, turunannya, itu diatur dalam domain Kemendag. Bukan dari negara lain, karena Kemendag itu urus komoditas. Dan, kripto itu bagian dari komoditas. Sehingga, kita sesuai amanat UU dengan memastikan bahwa domain yang mengurus kripto ini adalah Bappepti,” ujar Jerry.
Jerry menyampaikan bahwa transaksi aset kripto mengalami lonjakan luar biasa di Indonesia, karena kenaikan jumlah pelanggan dan transaksi yang signifikan. “Per Juli 2021, jumlah pelanggan kripto sudah mencapai 7,4 juta orang. Padahal, pada 2020 itu jumlahnya 4 juta orang. Jadi tumbuh dua kali lipat selama setahun. Nilai transaksinya mencapai Rp478,5 triliun hingga Juli 2021, naik signifikan dari 2020 yang angkanya Rp65 triliun,” ungkap Jerry.
Sementara itu, transaksi harian perdagangan kripto per Juli 2021 mencapai Rp2,3 triliun, melonjak dari 2020 yang angkanya hanya Rp180 miliar. “Kenaikannya boleh dibilang sangat signifikan dan sangat tinggi. Pasti akan memberikan pengaruh, dalam arti share nilai transaksi harian di Indonesia secara global,” ujarnya.
Jerry memaparkan menurut data Kemendag, 80-90 persen pelanggan atau pengguna trading kripto umumnya adalah generasi muda berusia 20-30 tahun. Hal itu membentuk sebuah pemahaman bahwa kripto sebagai salah satu aset dan komoditas itu potensial sebagai produk digital.
“Jadi, bisa dibayangkan ini bagaimana kripto menggerakkan trafik dan menaikkan volume, dan kami juga memastikan bahwa perdagangan ini ke depannya akan terus meningkat dan menciptakan sebuah ekosistem baru bagi pertumbuhan produk-produk digital,” tukas Wamendag.
Ia menambahkan beberapa jenis aset kripto banyak diminati banyak kalangan di Indonesia, khususnya generasi muda. Dalam hal ini, Bitcoin menjadi yang paling digemari dari beberapa jenis token lainnya.
Dari data tersebut, Jerry mengatakan bahwa ke depannya, aset kripto akan coba diversifikasi, diatur, dan dipastikan legalitasnya secara hukum oleh Kementerian Perdagangan. “Kami juga akan membuatnya semakin terintegrasi dengan menghadirkan bursa kripto sebagaimana yang banyak media sampaikan tentang pernyataan dari kami,” pungkas Jerry.
Sebelumnya, Ketua Satgas Waspada Investasi (SWI), Tongam Lumban Tobing menyampaikan kemunculan aset kripto memiliki sisi negatif seperti penipuan. SWI telah memblokir 62 entitas aset kripto ilegal. “Modusnya beragam, janjikan fixed income 1 persen per hari, 14 persen per minggu. Lalu, mereka juga menggunakan skema multi level marketing, piramida,” jelas Tongam.
Pelaku penipuan tersebut memanfaatkan ketidaktahuan masyarakat dengan skema ponzi dalam memasarkan aset kripto. “Kecenderungan pelaku penipuan ini memanfaatkan skema ponzi sehingga banyak penawaran yang berkedok jual aset kripto tapi akhirnya scam. Paling mirisnya korbannya petani,” jelas Tongam.
Dengan demikian, dia menekankan pentingya edukasi kepada masyarakat agar terhindar dari penipuan. “Perlu digaris bawahi kegiatan aset kripto ini bukan ranah OJK. Dalam rangka perlindungan masyarakat OJK bentuk SWI dari 13 kementerian dan lembaga. Kami melakukan pencegahan kerugian berupa edukasi masyarakat agar kenal aset kripto itu seperti apa. Kami juga lakukan tindakan represif hentikan kegiatannya, kami undang yang ilegal dan kami juga umumkan kepada masyarakat entitas ilegal tersebut. Kami juga laporkan kepada kepolisian,” jelas Tongam.(*)
