JAKARTA,PERKARANEWS – Pansus Rancangan Peraturan Daerah (Ranperda) DPRD Provinsi Kepulauan Bangka Belitung (Kep. Babel) tentang Pengembangan Desa Wisata menggelar rapat kerja bersama Deputi 3 bidang Pengembangan Destinasi dan Infrastruktur Kementrian Pariwisata dan Ekonomi Kreatif (Kemenparekraf) Republik Indonesia guna membahas sejumlah persoalan terkait pengayaan materi Ranperda di ruang rapat Kemenparekraf, Kamis (30/5/2024).
Ketua Pansus Ranto Sendhu mengungkapkan setidaknya terdapat 4 persoalan krusial dalam perjalanannya menyusun materi ranperda tersebut. Diantaranya Kelembagaan, Pengelolaan, Role Model dan Pembiayaan.
“Kami ingin ketika ranperda ini sudah di sahkan nantinya dapat melindungi para pelaku-pelaku pariwisata dan ekonomi kreatif,” ujarnya.
Dijelaskan Ranto bahwa berdasarkan UU No. 23 tahun 2014 tentang Pemerintahan Daerah tidak memberi ruang besar kepada pemerintah provinsi, sehingga pengelolaan desa wisata ini lebih menekankan pada kabupaten/kota.
Begitu pula halnya dengan bentuk kelembagaan pengelola desa wisata itu sendiri apakah seharusnya di kelola oleh Pokdarwis atau BUMDes. Dimana untuk Pokdarwis sendiri kewenangannya ada di Kemenparekraf sedangkan BUMDes ada pada Kementrian Desa.
“Jangan sampai nantinya ketika sudah terbentuk timbul permasalahan baru teekait kewenangan,” ungkapnya.
Lanjutnya, sehubungan dengan belum adanya role model dari pengembangan desa wisata ditakutkan kedepan akan terjadi beberapa perubahan yang dapat berdampak bagi pengembangan desa wisata terutama dalam hal kebijakan.
“Beda menteri beda kebijakan yang akan diambil, begitupula dengan kepala daerah,” pungkasnya.
Terakhir terkait pembiayaan, dimana untuk pengembangan desa wisata ini diperlukan anggaran yang tidak sedikit guna mensupport sampai desa wisata itu dapat berkembang dan menjadi mandiri.
Menanggapi hal tersebut Direktur Standarisasi Kompetensi Kementrian Pariwisata dan Ekonomi Kreatif Titik Lestari mengatakan Kep. Babel sendiri saat ini sudah ada sekitar 84 desa wisata yang tersebar di 7 Kabupaten 1 Kota dan masuk kedalam Jaringan Desa Wisata (Jadesta) Kemenparekraf RI. Bahkan beberapa diantaranya bahkan sudah masuk dalam nominasi desa wisata terbaik dan mendapatkan penghargaan.
“Mohon desa-desa wisata yang telah masuk dalam nominasi desa wisata terbaik untuk di jaga dan disupport seperti desa wisata tari rebo, sehingga desa wisata tersebut dapat menjadi desa wisata yang mandiri dan dapat meningkatkan kesejahteraan masyarakat,” pintanya.
Terkait role model dirinya pun mengakui dengan adanya perubahan pimpinan, menteri atau kepala daerah akan berpengaruh pada perubahan kebijakan suatu instansi sehingga berimbas juga pada pembiyaan dalam pengembangan desa wisata.
Namun menurutnya kekhawatiran tersebut tidak perlu ditakutkan selama kebijakan itu dirasa baik dan bermanfaat bagi masyarakat.
“Karena sejatinya kebijakan itu datang dari persoalan-persoalan yang ada dibawah dan kemudian dapat dilanjutkan secara berkelanjutan karena dianggap baik,” ucapnya.
Terlebih lagi saat ini yang menjadi perhatian pemerintah adalah keberadaan desa wisata karena dampak desa wisata ini bisa menghidupkan pertumbuhan ekonomi di masyarakat.
Dan untuk menunjang pembangunan desa wisata Kemenparekraf sendiri telah menyediakan Dana Alokasi Khusus (DAK) fisik dan non fisik untuk 7 Kabupaten 1 Kota yang ada di Provinsi Kep. Babel.
“Untuk mendapatkan DAK ini, salah satu syaratnya harus adanya Riparda/Perda, seperti Bapak/Ibu yang sekarang sedang canangkan,” tukasnya.
Diakhir kegiatan dirinyapun menitipkan pesan kepada pansus agar dalam perancangan peraturan daerah ini diharapkan bisa mengakomodir semua desa-desa wisata yang ada di Kep. Babel agar bisa lebih berkolaborasi dengan semua lini, tidak hanya dengan Kementrian Pariwisata dan Kementrian Lainnya juga dengan pihak swasta guna kemajuan suatu daerah.
