PANGKALANBARU,PERKARANEWS – Perkembangan ekonomi dan keuangan digital saat ini masuk di berbagai sektor seperti edukasi, transportasi, akomodasi, bahkan transaksi. Di lingkup pemerintah daerah, Ekonomi dan Keuangan Digital (EKD) diarahkan untuk mendorong perluasan transaksi keuangan pemerintah daerah secara elektronik melalui perubahan sistem pendapatan dan belanja daerah, dari sistem tunai menjadi sistem non tunai, berbasis data digital yang selanjutnya disebut sebagai Elektronifikasi Transaksi Pemerintah Daerah (ETPD).
Sehubungan dengan evaluasi dan tindak lanjut Pemerintah Kabupaten Bangka Tengah menggelar High Level Meeting (HLM) Satuan Tugas Tim Percepatan dan Perluasan Digitalisasi Daerah (TP2DD), Selasa (28/11/2023), di Hotel Santika, Pangkalanbaru. Pertemuan ini bertujuan untuk melakukan percepatan dan perluasan digitalisasi daerah agar mendorong pertumbuhan ekonomi, integrasi ekonomi, dan keuangan digital.
“Kegiatan ini merupakan tindak lanjut sekaligus evaluasi terhadap program yang sudah berjalan. Dari pertemuan ini diharapkan dapat menghasilkan peta jalan (roadmap) sebagai rekomendasi pembuatan kebijakan, koordinasi terkait pelaksanaan program kerja ETPD di Pemkab Bangka Tengah, sekaligus mendorong inovasi percepatan dan perluasannya, juga pengintegrasian ekonomi serta keuangan digital,” jelas Bupati Bangka Tengah, Algafry Rahman, saat membuka acara.
Berdasarkan Indeks Elektronifikasi Transaksi Pemerintah Daerah (IETPD), pada semester I Pemkab Bangka Tengah telah berstatus digital dengan skor 87,7% dan menduduki peringkat ke-6 di Provinsi Kepulauan Bangka Belitung, atau ke-9 se wilayah Sumatera.
“Semoga kita dapat mengejar ketinggalan status ini untuk di semester II. Untuk itu, diharapkan kerja sama semua pihak dalam mengatasi dan menggali apa saja potensi yang bisa meningkatkan nilai ETPD Kabupaten Bangka Tengah. Tugas TP2DD adalah mendorong para OPD pengampu pajak dan retribusi agar dapat meningkatkan realisasi pajak dan retribusi dengan pembayaran QRIS dan mobile banking,” harap Algafry.
Sementara itu, Sekretaris Daerah Kabupaten Bangka Tengah, Sugianto, turut menyampaikan saran untuk meningkatkan digitalisasi transaksi keuangan daerah. Salah satunya adalah OPD bisa menjadi agen perubahan di lingkungan Pemkab Bangka Tengah.
“Kita bisa berikan reward bagi ASN yang bisa mendukung penggunaan digitalisasi transaksi keuangan daerah, dan untuk OPD yang mengelola restribusi diharapkan bisa mengedukasi masyarakat bagaimana cara menggunakan transaksi online/digital ini. Memang butuh kerja keras edukasi, tapi secara bertahap bisa,” ujar Sugianto yang juga selaku Ketua Pelaksana Harian TP2DD Bangka Tengah ini.
Narasumber yang dihadirkan dalam HLM ini diantaranya Nurfadillah selaku Deputi Kepala Perwakilan Bank Indonesia Provinsi Bangka Belitung, Hastomo Ardy selaku Manajer Unit Implementasi Kebijakan dan Pengawasan SP-PUR Bank Indonesia Babel, Cherlini selaku Kepala BPKAD Bangka Tengah sekaligus Sekretaris Satgas TP2DD Bangka Tengah, dan Wiwik Susanti selaku Kepala BPPRD Bangka Tengah.
Turut hadir stakeholder dari Bank SumselBabel Cabang Koba, Asisten dan Staf Ahli Pemkab Bangka Tengah, Kepala OPD pengelola pajak dan retribusi daerah, juga para bendahara penerimaan.
Adapun hasil pertemuan kali ini mendapatkan poin-poin yang disetujui, yakni mendorong elektronifikasi di berbagai transaksi pendapatan dan belanja daerah; menjadikan ASN sebagai role model ETPD; meningkatkan pemanfaatan layanan Non Tunai dan Digital sehingga menumbuhkan kebiasaan penggunaan layanan non tunai dan digital; menyusun landasan hokum terkait dengan penggunaan layanan no tunai dan digital (QRIS) pada pajak dan retribusi daerah; juga menempelkan pilihan kanal pembayaran di aplikasi SIPADAT seperti QRIS Dinamis, virtual account, transfer bank, e-commerce, dan kanal digital lainnya.
