JAKARTA,PERKARANEWS – Ketua DPRD bersama Panitia khusus (Pansus) DPRD Provinsi Kepulauan Bangka Belitung (Kep. Babel) tentang Penyelenggaraan Kesejahteraan Sosial kunjungi Kementrian Sosial RI guna berkonsultasi dan mensinkronisasikan draft ranperda terhadap program-program dan regulasi yang di Kementrian Sosial RI, Senin (27/11/2023).
Hadir juga dalam kegiatan tersebut Wakil Ketua DPRD Heryawandi, Ketua Pansus Marsidi Satar, Wakil Ketua pansus Edy Junaidi Foe, Anggota Pansus Ringgit Kecubung, Matzan, Tony Purnama, Ariyanto, Kepala Dinas Sosial dan Pemberdayaan Masyarakat Desa Provinsi Kep. Babel Budi Utama, dan Biro Hukum Setda Provinsi Kep. Babel.
Ketua DPRD Provinsi Kep. Babel Herman Suhadi mengatakan bahwa Penyelenggaraan Kesejahteraan Sosial adalah kewajiban negara dalam menjamin terpenuhinya hak atas kebutuhan dasar warga negara yang miskin dan tidak mampu.
“Pancasila dan Undang-Undang dasar telah mengamanatkan kepada kita bahwa setiap orang (masyarakat Indonesia) berhak atas jaminan sosial,” ucap Ketua DPRD Provinsi Kep. Babel Herman Suhadi membuka pertemuan.
Seperti halnya prinsip keadilan pada Sila ke-5 Pancasila juga harus diwujudkan dalam upaya penyelenggaraan usaha Kesejahteraan Sosial yakni rehabilitasi sosial, jaminan sosial, pemberdayaan sosial, dan perlindungan sosial.
“Karena ini amanah Undang-Undang sudah seharusnya kami membuat sebuah peraturan agar permasalahan sosial dapat ditekan serendah mungkin di Provinsi Kep. Babel,” tegasnya.
Dikesempatan yang sama Ketua Pansus Marsidi Satar menambahkan bahwa draft ranperda Penyelenggaraan Kesejahteraan Sosial yang saat ini sedang di konsultasikan tentunya memiliki perbedaan dengan daerah lainnya sesuai dengan kondisi dan tingkat perekonomian suatu daerah.
“Tentunya kebutuhan kami berbeda dengan daerah lain, begitu juga dengan kemampuan keuangan daerah. Ini yang harus menjadi perhatian kementrian,” ujarnya.
Sementara itu Wakil Ketua DPRD Heryawandi mengatakan seharusnya pemerintah pusat dan daerah tidak hanya terfokus pada pemberian bantuan saja tetapi juga harus memikirkan solusi terhadap yang lebih kongkret dalam menangani persoalan kesejahteraan sosial.
“Contohnya bagaimana kita memikirkan kondisi lapangan kerja supaya meningkat,” ucapnya.
Menurutnya pembangunan daerah harus hidup dan dikelola dengan baik sepuluh ataupun ratusan tahun kedepan dan tidak hanya terbatas pada generasi saat ini saja. Terlebih lagi bagi daerah-daerah yang memiliki ketergantungan terhadap hasil tambang yang tinggi. Untuk itu pemerintah juga harus menyiapkan dan mengembangkan sektor-sektor lainnya yang dapat membuat daerah survive ketika sektor tambang tidak lagi menjadi primadona.
“Seperti halnya pertanian, secara ekonomi ketika daerah itu sudah berkembang sektor pertaniannya tentu stabilitasnya lebih tinggi, berbeda dengan tambang yang justru sangat riskan,” ungkapnya.
Menanggapi hal tersebut Lusi analis kebijakan madya biro perencanaan Kementrian Sosial RI menekankan hal yang harus menjadi perhatian pemerintah daerah dalam membuat Ranperda Penyelenggaraan Kesejahteraan Sosial adalah pelaksanaan atau implementasi standar pelayanan minimal di bidang sosial.
“Standar pelayanan minimal dibidang sosial adalah hal yang wajib dilaksanakan daerah karena terkait dengan pemenuhan kebutuhan dasar,” ucapnya.
Dan lima kebutuhan dasar tersebut terdiri dari 4 kluster dan 1 penanganan bencana atau perlindungan sosial, diantaranya Rehabilitasi sosial anak terlantar, penyandang disabilitas terlantar, lanjut usia terlantar, korban bencana alam dan gepeng.
Dirinyanya pun mengingatkan agar Pemda Provinsi Kep. Babel dapat mengatisipasi akan munculnya gepeng sekalipun saat ini gepeng di Provinsi Kep. Babel belum ditemukan.
“Apalagi saat ini kita tahu Belitung sudah menjadi salah satu daerah tujuan wisata, sehingga hal-hal seperti itu kedepannya mungkin akan ada,” pungkasnya. (Yuko)
